Our Team

Consuelo M. Norris, MA – Founder and Director

Consuelo is a global health professional. She has over 10 years of experience in supporting public/global health development programs at the international, local, and state levels. She has formal education in philosophy and a Masters degree in ethics and public policy. Her background in moral theory and years of working in Latin America, West Africa and the MENA region has been the major driving force for starting Building Capabilities.

Sara Marin, MDCo-Founder and Medical Director

Sara is a resident physician based in Miami, FL. She is finishing her training in internal medicine and will continue to work in general internal medicine after graduation from her residency program. She has particular interest in immigrant health and serving the vulnerable populations.​

Riikka Peltonen Quijano, MA – Refugee and Asylum Affairs Director

Riikka is an expert in the field of refugee protection. She has been working in humanitarian aid since 2003 and she is passionate about improving the rights of refugees worldwide. She has extensive experience with the UN Refugee Agency and has also worked with the European Union, International Organization for Migration and Red Cross. These experiences have taken her to various countries in Africa, Asia and more recently Europe. 

Andrew Jeffery, PhD – Ethics Advisor

Andrew holds a doctorate in philosophy from the University of Washington. His research interests include theoretical and applied ethics and deontic logic. He is a career adjunct, teaching courses for a number of institutions, including University of Maryland Global Campus.
